The following factors were considered prior to making a preliminary decision on this proposal: 1. The site is zoned C-1, General Commercial Zone, which would allow the proposed use. 2. The site is vacant and has been previously cleared. 3. Residences exist to the south and to the east of the site. Landscaped buffers must be provided in conformance with the Zoning Code. 4. Street Improvements do not currently exist on either Evergreen Way or Intercity Avenue in this area. 5. Drainage must be designed in conformance with the City's Drainage Ordinance.
