STAFF FWDINGS r�ND CONCLU510NS: <br />The following findings and conclusions are based un the criteria established in Sec. <br />19.58.OlOB 1-3 Everett �lunicipal Code: <br />1. Compatibility: <br />a. 1'he subject property is bounded on three sides by single-family <br />development. These homes will be sensitive to the noise and light and <br />glare related to the fire station activities. Attempts will be made to <br />minimize the use of sirens and lights on emergency vehicles. On-site <br />lighting must be shielded to reduce the impact of this facility on <br />adjacent residential uses. <br />Note: The single family uses inside the City Limits will most likely be <br />eliminated over time as the property is zoned C-1 General Commercial <br />and would support much more intensive level of activity. <br />b. The site will be asethetically improved by the installation oi a <br />substantial amount of landscaping. <br />c. There will be adequate on-site parking to service the Fire Station. <br />2. The use has been found to not have an adverse impact on the environment with <br />a Final Declaration of Non-Significance being issued prior to October 15, 1981. <br />li 3. Public Need: <br />The proposed Fire Station construction will reduce response times in this <br />portion of south Everett filling a vital public need. <br />STAFF RECOMMENDATION: <br />Based on the above findings the Staff recommends a roval of the 5peciat Property <br />Use Permit for the City of Everett Fire Station �l6 with the following conditions: <br />1. That a detailed landscaping plan be submitted to and approved by the Planning <br />Department. <br />2. That the parking areas shall be designed with a minimum five foot wide <br />planting area adjacent to all street rights-of-way (19.40.OSOB E. M. C.) and <br />shall be designed in a manner that is acceptable to the Transportation <br />Engineer. <br />3. That on-site detention be provided in accordance with Public Works <br />Department requirements. <br />4. That all exterior lights shall be screened in a manner that will minimize any <br />off sight impact. <br />5. That all emergency vehicle access shall be limited to Evergreen Way to <br />!; minimize the noise and visual impact on the single family residential area west <br />' of Holly Drive and shall be lighted and signed in accordance with the <br />Transportation Engineers recommendations. <br />
