FVERETT, ' CI7Y OF - public Waks �epL Pre-Construction Meeting croncerning Fire Station /16 was held 2/4/82 (see attached at Cendance sheet). Gene Lilly is Cobra's Office Project Supervisor. The 7ob Foreman has not yet been appointed. His name will be sent by Cobra to Gary Parkinson, along with a list of subs and the construction schedule, by the 15th of February. Jce Koz indicated that the City's contacts to Cobra will be made through the Architect's office, and that all official actions and requests for payment will be deared by the Architect. City inspections within the right-of-way will be made by Ruben Gonzales, of the Public Works Service Inspection, and the building permits within the property will be through the Permits and Inspection Division. All requests for inspections will be cleared through that office as standard procedure. John Patzold reviewed the items necessary for contract compliance. The contracta will follow the Davis-Bacon Act and provide weekly payrolls with, perhaps, one on-the-job inspection by Patzold during the construction. The contractor is expected to comply with the two EEO sections that the City has written to the specifications. �ohn will send copies of both forms to Gene Lilly. Richard Hunt, representing the electrical �nion local, requested the name of the sub. Mr. Lilly indicated that he has not yet been chosen. Mr. Hunt expressed concern that the electrical contractor should be union and have an agreement with the locai union organization. He warned against contracior� shopping for bids at this stage of the game. Mr. Lilly requested 30 sets of plans. These will be provided to him by the City whenever the drawings are changed to reflect the change order which Joe Koz will present to Council later this month. Because of the basic changes anticipated in the change order, the contractor requests that the start-up date not be on the 8th, but on February lSth. The Architect and Jce Koz agreed with lhis request and the letter of authorization to proceed with the job will be retyped to reflect this date chang�e. Jce Koz indicated that there is a specitic procedure within the City for processing payment requests. That schedule will be sent to Cobra along with the new letter to proceed. Dennis Gableman indicated that the setting of grades for work within Evergreen Way are on the drawings and •that the con:ractor is expected to provide his own survey based on existing Evergreen Way benchmarks. Ruben Gonzales will verify the forms based on these benclimark elevations. Dennis further indicated that the City's revised engineering standards allow for PVC sewage pipe for a side sewer connection. Gene Lilly will set up a regular on-site meeting date for review of the project work progress.. _
