Permit Counter <br />Re: Proposed Great Wall Shopping Plaza and Restaurant-Evergreea Way (GTC # 94-095) <br />Traffic Impact Assessment and Supplementary Traffic Information <br />Dear Mr. Wentz: <br />Backeround: Gibson Traffic Consultants (GTC) has been retained by Mrs. Yu-Jen Wang <br />(applicant) to provide a traffic study required for the proposed Great Wall Shopping Plaza and <br />Restaurant, to be located at the NE corner of Evergreen Way/W. Marilyn Avenue intersection <br />(see Figure 1). This letter is intended to supply the City of Everett with the necessary traffic <br />generation/distribution information so as to facilitate the review of the proposed commercial <br />application. GTC's study addresses: trip generation/distribution, driveway access/safety and <br />mitigation recommendations. <br />Proposed Site Develonment Access and Parkina: This application proposes two (2) buildings: <br />a 4,970 SF restaurant (Phase I); and, a 11,400 specialty retail store (Phase II). The proposed <br />development would be located at the NE corner of Evergreen Way/W. Marilyn Avenue <br />intersecticn (see attached site plan). A total of &ve (5) driveways are presently proposed. Two <br />(2) driveways onto Everett Mall Way; the south driveway (located 200-feet north of Marilyn <br />center line) would be the main customer access, while the north driveway (located 125-feet north <br />of the south driveway) would be a service access only. Three (3) driveways are proposed onto <br />W. Marilyn Avenue: two (2) customer driveways located 55 feet and 110 feet east of Evergreen <br />Way (measured from edge of pavement on Evergreen Way to centerline of diiveway); the tfurd <br />driveway would be for service vehicles only and would be located on the east edge of the property <br />line. There are 88 on-site parking stalls proposed to fully accommodate the peak parking needs of <br />the proposed retaiUrestaurant space. The proposed Everett Mall Retail development is expected <br />to be completed in two (2) phases: phase I(restaurant) would be fully occupied by early 1995; <br />and phase II (specialty retail) scheduled for full occupancy by late 1995 or early 1996. <br />Scone of Analvsis and MethodoloEv: As requested in our scoping discussion, GTC would <br />analyze access safety conditions for the proposed driveways onto Evergreen Way and Marilyn <br />Avenue; and, all City or State intersections impacted by 10 or more PM peak site trips. <br />COUNTSISURVEYS • SITE IMPACTS • LOS ANALYSIS • EIS • HEARINGS • SAFETY • SIGNALS • PARKING <br />
