ADDENDUM TO <br />REVISED MITIGATED <br />DETERMINATION OF NON -SIGNIFICANCE <br />SEPA #87-90 <br />DESCRIPTION OF PROPOSAL: The proposed action is issuance of permits to allow a short <br />subdivision of 6.4 acres into three (3) lots in a parcel containing R-3 and C-1 zoning. There is <br />an existing bowling alley structure with accessory parking on proposed Lot 1. There also is an <br />automobile sales use on propc sed Lot 2. Lot 1 has frontage on Fourth Avenue West. Lot 2 <br />has frontage on Evergreen Way. Proposed Lot 3 consists of undeveloped land with frontage <br />on Holly Drive; this lot has the potential to be developed with more than four multiple family <br />dwellings. Condition #9 of the preliminary <br />approval required "Compliance with all applicable mitigation of adverse impacts by SEPA <br />conditions of the Revised Mitigated Determination of Non -Significance #87-90 dated <br />January 15, 1992." The applicable conditions are as follows: <br />The applicant has requested the elimination of any requirements that access to Lot 3 <br />be provided to Evergreen Way to maintain the development potential for commercial <br />uses on the C-1 zoned portion of Lot 3. The applicant recognizes that the granting of <br />this request will result in the limitation of future uses on Lot 3 to multiple family <br />residential or other R-3 permitted uses. A covenant must be placed on the final short <br />elat map stating that no access to commercial uses on Lots 1. 2, or 3 is permitted from <br />Holly Drive and that future use of Lot 3 is limited to multiple family residential or other <br />R-3 permitted uses. <br />Any grading/fill on the site shall be done so as to not impact the surrounding properties. <br />(SEPA Earth and Water Policies) <br />4. Full standard half -street improvements are required to Holly Drive on the proposal's full <br />frontage including but not limited to curb, gutter and sidewalk and drainage control per <br />City Design and Construction Standards.
