Works D;A <br />Kegel & Associates Inc. <br />13 April 1979 <br />City of Ey�rett <br />Departm t of Public Works <br />City drvice Center <br />320 Cedar Street <br />Everett, Washington 98201 <br />on: Mr. Hugh Warren, P.E., Director <br />Re: Storm Drainage <br />9800 Evergreen Way <br />Gentlemen: <br />On the afternoon of 12 April 1979 we experienced a very concerning <br />and potentially damaging event when water backed up from the City's <br />storm drainage system onto our property to such a height as to reach <br />the doorstep. <br />This is the third such occurrence in the past six months, each of which <br />were the result of moderate rainfall patterns. <br />So far damage has been limited to water flowing under the building and <br />into our heating system which necessitated replacement of electrical <br />system and the clean-up of sediment and silt deposition. It is possible, <br />however, that extensive damage could occur if the storm duration or <br />intensity are increased to where the water could enter the building <br />where extensive survey records and equipment are stored. Freeboard <br />was noted at only six inches. <br />The problem seems to stem from an undersized restricted outlet easterly <br />of Evergreen Way (U.S. 99). Cursory calculations indicate that the <br />piping westerly of Evergreen Way is adequately sized while the capacity <br />to the east is grossly undersized for the upland watershed, thereby <br />indicating liability on the part of the City for overflow damage. <br />We will appreciate your immediate attention to this situation and <br />hopefully tender proper correction before another backup occurs. <br />Respectfully yours, <br /><rn.ld R.
