The property is located at <br />5410 Fairview Avenue in the City of Everett, Washington (S6, T28N, RSE, W.M.). CES used the—. <br />methods outlined in the Washington State Wetlands Identification and Delineation Manual <br />(Ecology 1997) to identify and delineate weAands within the study area. <br />The site is approximately I.5 acres in size and contains an existing single-family residence and <br />detached garage on the northeast portion of the site. The remainder of the site is undeveloped. <br />The site is proposed to be sub-divided into two lots. <br />Pigcon Creek #2 flows northwesterly across the southwest cor. �r of the site. CES flagged the <br />eastem ordinary high water mark of the stream. The City of Everett has designated this �each of <br />Pigeon Creek #2 as a Category 1 strcam. Category I streams in the City of Everett typically <br />receive a 100-foot protective buffer from the ordinary high water mark of the stream. The <br />current site plan for this project shows the full stream buffer proposed for designation as Native <br />Growth Protection Area. <br />A riparian wetland was identificd and flagged on site in the southwest comer of the property. <br />The wetland extends offsite to the north. This wetland is considered a riparian wetland because <br />it is associated with the stream. Thc City of Everett classifies riparian wetlands of any size as <br />Category ❑ wetlands. Category II wetlands typically receive 75-foot protective buffers. <br />However, the wetland buffer on this site extends onto an area where the slope is greater than 25 <br />percent. The cunent site plan shows the full 75-foot stream buffer plus the steep slope area <br />proposed for designation as Native Growth Protection Area. <br />It appears that your site plan meets the current City of Everett Environmentally Sensitive Areas <br />Regulations (TiUe l9, Chapter 37). However, the City is in the process of updating and changing <br />their regulations. The new regulations may affect the categories and buffer widths of the critical <br />arcas on your propeRy. <br />Disclaimer: This report is based on rcadily obscrvable and ascertainable conditions.
