*AGRA
Earth & Environmental
15 March 1996
11-04558-09
City of Everett
Public Works Department
3200 Cedar Street
Everett, Washington 98201
Attention: Mr. Paul McKee
AGRA Earth &
Environmental. Inc.
11335 NE 122nd Way
Suite 100
Kirkland, Washington
U.S.A. 98034-6918
Tel (206) 820-4669
Fax (206) 821-3914
Subject: Street Use Permit for Borings In Shoulder of Federal Avenue
Dear Mr. McKee:
AGRA Earth and Environmental, Inc. (AEE) on behalf of Mobil Oil Corporation and the
American Distributing Company has been approved to perform work in accordance with them
draft Agreed Order No. DE 95TC-N402 with the Washington Department of Ecology. Included
in the work to be performed is an assessment of subsurface environmental conditions along
the combined sewer overflow (CSO) line between manholes SMH U3 and SML T2 (Figure 1).
The assessment will include advancing a number of 2-inch diameter soil probes to depths of
40 to 15 feet for the purpose of collecting soil samples. The sampling probes will be
advanced using a van mounted Geoprobe unit. Soil probes advanced in areas where the soil
appears to have been impacted substantially by petroleum hydrocarbons will be fitted with f -
inch diameter PVC piezometers. The piezometers would be fitted with a flush mounted
surface seal to protect them from traffic and infiltration of surface runoff. The piezometers
would be periodically gauged over an eight week period after which time they would be
removed and the surface restored.
We anticipate that two to four of the probes will be advanced in the shoulder of Federal
Avenue. We therefore request that the City of Everett issue a street use permit to allow this
work to be performed in the shoulder of the road. Traffic control measures to be implemented
during this work are shown in Figures 2 and 3.
0 Engineering & Environmental Services
