Everett, Washington 98201 mat Attention: Mr. Kirk Brooks Subject: Street Use Permit for Offsite Subsurface Exploration Mobile Oil Corporation Site No. 46-108 Everett Bulk Plant 2731 Federal Avenue Everett, Washington Mr. Brooks: Enclosed are copies of the monitoring well and well monument construction details and traffic control plan for construction of borings and monitoring wells in Federal Avenue. The locations of the proposed borings are also shown on the traffic control plan. The purpose of the borings is to collect soil and groundwater samples for analytical laboratory testing as part of a subsurface environmental assessment. We anticipate the installation of the borings and monitoring wells will require 4 to 8 hours, including well monument installation. The borings will be located approximately 2 feet from the western edge of the gravel shou:dei on the east side of the street. We estimate an additional 48 hours will be required for the concrete surrounding the well monuments to cure sufficiently to allow exposure to traffic. Flashing traffic barricades would be set up to protect the well monuments while the concrete cures. We would like to begin construction as soon as possible.
