WASHINGTON <br />SUBJECT <br />A�SERICAN ICE 14'dD COLD STORI�GP <br />IiUILDING, 1971 <br />I met with Mr. Barcott, tdanager of the 1lnericatt Ice and Cold <br />Storage Company, on May 10, 1971, concernin9 the Inspection <br />made by Pir. noughertY, the Electrical Inspectoz, on i�pril 13, <br />1971. Record of the Inspection is on file. <br />rir. IIarcott reports the followina: <br />idr. Dougherty went directly to the construction site which <br />is the bullding to the rast of the Ice Plant facina California <br />Street, and inspected the job without permission. V7tien tdr. <br />Barcott did talk with Mr. Dougherty, he stal:ed that t�ir. Doughertv <br />was very rude and abusive, although he used no foul or ohscene <br />lanquage, and demanded that certain F.lectrical wor;- be included <br />and other crork rejected which would require that it be redone. <br />I�ir. Dougherty reports th� follovving: <br />Mr. Lrickson reauested that he checY, the Arnerican Ice and <br />Cold Storage Building for a violation o£ the City ordinance <br />requiring a Building Permit before starting construction. �1r. <br />Douqherty visited the job site and found the door open and <br />entered which is standard procedure for inspectians at every <br />construction job, Iie looked for workmen ko identi.fy himself. <br />Pinding no one and no bufldiny permit, he inspected the new work <br />and found electrical violations. fie "red tagqed" the work which <br />means "rejected". fIe then went to the oE£ice, identif.ied himself <br />to the receptionist and asked for the manager. The receptionist <br />contacted th� manager and sent t1r. Dougherty to the manager's <br />office. hir. Dougherty identified himself to rtr. Bar.cott, <br />discussed the work, explained that he had "red taaged" some of <br />the work. They both then visited the building where the worl: is <br />being dane, whare :dr. Dougherty again exPl3ineci the corrections <br />and informed '•ir. Barcott the work r.iust be done by a licensed <br />�lecY.rical Contractor of tir. Barcott's choice. Iie eamlained t}!at <br />he was rejecting the work to stop the owner from continuing to <br />do incorrect work which would be requirediained the�variousipermits <br />was to avoid unnecessary e:cnense. Adams subr.�itted very sketchy dr.awings for a buildinq <br />permi.t the last week in ?�pril, ancl on the sketches noted that there <br />•,rere "no lights", and "no water". On �•7ay 3, 1971, he �vas infor.'ied <br />the addition would require lights and possibly other electrical <br />work in accordance �vith the Electrical Code, and that he should <br />see YSr. Dougherty concer.ning the miniMum requirements befo7:e a <br />permit could be issued. <br />
