The CHIP Loan Review Committee (LRC) met on April 17`h to determine if CHIP <br />could provide assistance to you, based on your financial data. The LRC decided that your monthly <br />income was within CHIP guidelines, but your savings was well over the CHIP limit. The LRC <br />sugyested we offer you a direct bank loan with one of CHIP's Participating Lenders. They provide low <br />interest rate and low fee loans. You would also gain the advantage of CHIP's technical assistance <br />using CHIP funds. You decided to proceed with the CHIP program as offered at the time. Your <br />project was added to CHIP's waiting list. <br />In early November, Dan Erickson, CHIP Housing Improvement Inspector, and I met with you to review <br />the scope of the project. A Lead Based Paint test was conducted at no cost to you. You and your <br />friend, Dave, determined over the course of the next five weeks, that you would not upgrade your <br />kitchen. You decided to do only the electrical work, which we believe is hazardous. Your friend, <br />Dave, wanted to do some of the work and assist an electrician to save labor costs. CHIP is not aware <br />of an electrical subcontractor who would hire or allow Dave to assist as an electrician's helper to save <br />Iabor costs. <br />In mid-December, you went to California for a couple of weeks. CHIP did not hear back from you. <br />In the second week of January 2009 I phoned to ask what your plans were regarding the project. You <br />replied that you had decided not to go through the CHIP program. <br />CHIP is a voluntary program and you have chosen to not proceed with our program. CHIP staff is <br />concerned that the etectrical wiring in your home is a hazard.
