The condition required: <br />17. There is not to be clearing and grading <br />until updated soils tests are submitted <br />to the Everett Public Works Department. <br />The soils test shall address whether the <br />soils in the area are stable enough to <br />support buildings and construction <br />equipment on the site. Clearing and <br />grading on the site may occur only after <br />approval of the soils test by the <br />Everett Public Works Department. <br />The basis of the Applicant's request was that a soils report <br />had been conducted on the property in 1980 and the soils report <br />adequately detailed the soils of the subject property. In <br />addition, the Applicant claimed no new fill was added to the <br />site. <br />The Everett Department of Public Works, pursuant to an Order <br />from the Everett Hearing Examiner, submitted that the City of <br />Everett was in agreement with the contention that the 1980 <br />soils report was adequate. <br />
