° PROPOSED DECLARATION OF NON-SICNIICANCE <br />Description of Proposal <br />The proposed action of the Planning Commission and City Council approval of a special property <br />use permit to allow construction of a. 13,000 square foot office and classroom building. ,The <br />following factors were considered prior to making a preliminary decision.on this proposal: <br />1. Ingress and egress to the site will' be via Federal Avenue. <br />2. Drainage from the site will flow into Pigeon Creek #1 and the •36th Street combined sewer. <br />3.
