In addition, the amount of parking as originally approved <br />deviates from the actual parking available at the project. <br />5. The deviations from the original approval can become compatible with the <br />surrounding neighborhoods if certain conditions are imposed upon the <br />Applicant at this time. <br />6. The Planning Department of the City of Everett, Washington, has recommend- <br />ed approval of the reconsideration of the Special Property Use Permit to- <br />gether with the conditions listed in finding #8. <br />7. It has been shown and proven by the Applicant and by the Planning Depart- <br />ment that the number of parking spaces currently available on the project <br />are sufficient to be compatible with the surrounding neighborhood. <br />8. It has been shown by the City that landscaping improvements must be pro- <br />vided on the subject property in order for it to be compatible with the <br />surrounding neighborhood. <br />9. It has not been shown by the City that any additional improvements are <br />necessary to catch water in the catch basins. None of the catch basins <br />that would have a raised lip around them are being used to catch any of <br />the run-off of the Applicant's property. <br />RECOMMENDATIONS <br />Using the above findings and conclusions as the basis for the recommendation, <br />the recommendation of the Hearing Examiner to the Everett City Council is <br />approval of the Planning Department's motion to reconsider this Special Property <br />Use Permit. In granting this reconsideration of this Special Property Use Per- <br />mit, the following conditions should be adhered to by the Applicant: <br />1. That the Applicant provide landscaping plans to the Planning and Parks De- <br />partments showing substantial landscaping on the south and east sides of <br />the subject structure. The purpose of the landscaping is to reduce the <br />visual impact of the project on the surrounding residential properties. <br />Approval of these plans is to be made by the Planning and Parks Departments <br />when, in their discretion, they feel that the plans provide the necessary <br />visual protection. It is strongly recommended by the Hear--ig Examiner <br />that the Applicant and the Planning and Parks Departments dstablish a <br />schedule for the landscaping plans so that,all parites know the size and <br />the location of the trees to be invo:.ved in the landscaping process and <br />that an orderly implementation of the plan is called for. This will pro- <br />vide the necessary control of the visual impact of the project while at <br />the same time lessening the financial burden placed on the Applicant. <br />2. No further parking spaces or parking lots are necessary for the project. <br />3. No additional improvements for control of drainage run-off are necessary <br />for the improvement. <br />Entered this 22nd day of January, 1981, pursuant to the authority granted under <br />Ordiance #692-80 of the City of Everett Zoning.
