In addition, the amount of parking as originally approved deviates from the actual parking available at the project. 5. The deviations from the original approval can become compatible with the surrounding neighborhoods if certain conditions are imposed upon the Applicant at this time. 6. The Planning Department of the City of Everett, Washington, has recommend- ed approval of the reconsideration of the Special Property Use Permit to- gether with the conditions listed in finding #8. 7. It has been shown and proven by the Applicant and by the Planning Depart- ment that the number of parking spaces currently available on the project are sufficient to be compatible with the surrounding neighborhood. 8. It has been shown by the City that landscaping improvements must be pro- vided on the subject property in order for it to be compatible with the surrounding neighborhood. 9. It has not been shown by the City that any additional improvements are necessary to catch water in the catch basins. None of the catch basins that would have a raised lip around them are being used to catch any of the run-off of the Applicant's property. RECOMMENDATIONS Using the above findings and conclusions as the basis for the recommendation, the recommendation of the Hearing Examiner to the Everett City Council is approval of the Planning Department's motion to reconsider this Special Property Use Permit. In granting this reconsideration of this Special Property Use Per- mit, the following conditions should be adhered to by the Applicant: 1. That the Applicant provide landscaping plans to the Planning and Parks De- partments showing substantial landscaping on the south and east sides of the subject structure. The purpose of the landscaping is to reduce the visual impact of the project on the surrounding residential properties. Approval of these plans is to be made by the Planning and Parks Departments when, in their discretion, they feel that the plans provide the necessary visual protection. It is strongly recommended by the Hear--ig Examiner that the Applicant and the Planning and Parks Departments dstablish a schedule for the landscaping plans so that,all parites know the size and the location of the trees to be invo:.ved in the landscaping process and that an orderly implementation of the plan is called for. This will pro- vide the necessary control of the visual impact of the project while at the same time lessening the financial burden placed on the Applicant. 2. No further parking spaces or parking lots are necessary for the project. 3. No additional improvements for control of drainage run-off are necessary for the improvement.
