CITY OF EVERETT <br />AMENDMENT TO SPECIAL PROPERTY USE PERMIT N4-79 <br />LUTHER CHILD CENTER <br />4526 FEDERAL <br />WHEREAS, on February 27, 1980, City Council approved a specific site <br />plan and a Special Property Use Permit with nine specific conditions for <br />Luther Child Center to expand their facility by the addition of an office <br />and classroom facility, and <br />WHEREAS,after the facility was constructed, the City determined :here <br />were violations of the conditions in the Special Property Use Permit and <br />changes to the approved site plan, and <br />WHEREAS, a public hearing was held on January 8, 1981, before the <br />City of Everett Land Use Hearing Examiner to reconsider the Special <br />Property Use Permit am the applicati m of additional conditions. and <br />WHEREAS, the Everett City Council concurred with the Land Use <br />Examiner's recommendations at its regular Council meeting on February 18, <br />1981, <br />NOW, THEREFORE, based on the foregoing findings BE IT ORDERED that <br />the Special Property Use Permit be amended as follows: <br />1. That the Applicant provide landscaping plans to the Planning and <br />Parks Departments showing substantial landscaping on the south <br />and east sides of the subject structure. The purpose of the <br />landscaping is to reduce the visual impact of the project on <br />the surrounding residential properties. Approval of these plans <br />is to be made by the Planning and Parks Departments when, in their <br />discretion, they feel that the plans provide the necessary visual <br />protection. It is strongly recommended by the Hearing Examiner <br />that the Applicant and the Planning and Parks Departments es- <br />tablish a schedule for the landscaping plans so that all parties <br />know the size and the location of the trees to be involved in <br />the landscaping process and that an orderly implementation of the <br />plan is called for. This will provide the necessary control of <br />the visual impact of the project while at the same time lessening <br />the financial burden placed on the Applicant. <br />2. No further parking spaces or parking lots are necessary for the <br />project. <br />3. No additional improvements for control of drainage run-off are <br />necessary for the improvement. <br />AND, BE IT FINALLY ORDERED that a copy of this written order be trans- <br />mitted to the applicants .for their information. <br />Date of Action FPti Igo,, <br />William E. 1400re, Mayor <br />
