TO L. J. Dougherty
FROM J. G. Johnson
DATE September 29, 1975
SUBJECT Luther Child Center
'CITY OF EVERETT. EVERETT. WASHINGTON
The above referenced building was classified as a group H occupancy
(apartment) with no means for confinement, by this department. There-
fore, under city code the building could well be wired without conduit.
However, in view of the state classifing the building as an institutional
building it should be left up to the concerned agency to require if
the wiring is to be in conduit, not the city.
Therefore, as far as the city is concerned, the building is considered
as an apartment building and can be constructed within the limits of
our codes for apartments.
It may well be, that in the future, in similar cases, to consult with
either myself or the plan examiner for classification of buildings
prior to stipulating requirements. In any event I expect to be
consulted prior to requirements, methods of construction, and local
code requirements being stipulated to the public by any member of
this division.
In this case it was well that you informed the contractor of the
States Classification, but we will not require the wiring in conduit,
but will enforce it if it is so required by the state.
