Reasonable Lse Application at Puget Dr. and Florida Dr. City of <br /> Ever�t, WA. <br /> We have located wetland boundaries adjacent to your property at the northwest comer of <br /> Puget Drive and florida Drive in the City of Eve.rett. We have also evaluated the vegetation <br /> condition of the buffer betw'een the wetland and Florida Dr. Our recommendecl mitigation <br /> for buffer reduction will require a reasonabie use application to the Ciry of Evaett. <br /> Typically the City will only allow a 50% reduction in buffer width. To develop this single <br /> family residentiaf lot in a reasonable fashion, you will need buffer reduction below this <br /> 50% level. Our development reoommendations are as follows: <br /> Building Envelope - A 125 foot by 50 foot building envelope at [��:; northeast comer of <br /> the lot is recommended. This azea �s dominated by immature red alder and Himalayan <br /> blackberry. The recommended building envelope is less than is typical in the immediate <br /> vicinity and will allow a moderate sized house, garage, small yard and small garden area. <br /> An eight to ten foot building setback is recommended between the wetland and building <br /> envelope. Silt faice should be located on ►he wetland edge adjacent to the building <br /> envelope prior to any site disturbance. <br /> Buffer Enhancement -'R�e existing buffer on the south 175 fcet of this lot is dominated <br /> by immature red alda and Himalayan blackberry. We reoommend the blackberry be <br /> removed using a small dozer. The five earth piles m the buffer adjacent to Florida Dnve <br /> should be removed and used in the building envelope. Trees which are hazard to the new <br /> home or the power line should be removed. Small, less vigorous trees should also be <br /> removed during the blackberry wntrol operation. <br /> Twenty five of the larger, healthy alde�•, willow or cottonwood trees will be selected and <br /> left during tt.e blackberry oontrol operation. The rrees to be saved will be marked and <br /> inspected for approval by the City of Even.zt prior to any site disturbance. Fifreen vine <br /> maple shrubs, fifteen western hemlock rees and ten Douglas-fu trees will be planted to <br /> replace the removed vegetatioa These trees and shrubs will be three ro four feet tall when <br /> planted. <br /> Maintenance will be required over a two year period to control the re-establishemnt of the <br /> blackberry and to insure the planted trees and shrubs survive and expand. <br /> We believe the size of the recommended building envelope is reasonable in comparison to <br /> surrounding single family residences. The recommended location of the building envelope <br /> represents the least environmental impact related to the adjacent w�land while allowing a <br /> reasonable use of the property.
