(A6Sq has prepared this memorandum to address concerns raised by tlie <br /> City of Everett regarding the construction of ecology block walls along the north and west portion of the <br /> property located at 3908 Priday Avenue in Gverett, 1Vashington. It is AL•SI's m�derstanding that the Owner <br /> perfonned a series of oversteepened cuts on the propert}' and retained the cut soils with an ecology block <br /> �vall c�ceeding 4 (cet in height and na designed by an engineer. It is our unders�anding that thc Ciq� issued <br /> a stop work order until wch time as an approvcd wall design has been submitted by the Owner's engineer. <br /> Upon learning of the stop �eork order by the Ciry, the Owner clected to leave the ecology block wall at its <br /> current location and pl.�ce soil stockpiles in front of the n-all. The soil stockpiles in front of the wall prevent <br /> dic ecology blocks from toppling over and restrict access around the base of thc wall. <br /> :1�51 was retained by the Owner to provide a geotechnical report for sire de��elopment and an ecology block <br /> r�taining wall design. Copies o(our report and wall design accompany �liis memorandum. The Owner has <br /> requcsted that AGSI comment on the feasibiliry of leaving the existing r::taining �vall in place and <br /> cunstructing a new ecology block ���all in front of the existing �vall. It is ABSI's opinion that the new wall <br /> can lx constn�cted in Cront of the existing wall, but recommends Uiat the new wall be conswcted in short <br /> scements. AGSI recommends segmental construction ro rcduce the risk of walUslope (ailurc by retaining as <br /> nmch of the existing wall supported by soil stce}.-piles as possible during construction uf the new wall. <br /> Constn�ction should not expose wall sections larger than can be completed in a day. <br /> A f:Sl must be allowed to observe footing arcas to confinn that die soil conditions are as ex�xcted. ALSI must <br /> be allowed to observe and document placement of footing drains and wall backfill. Construction should bc in <br /> cun(ormance with ALSI's geotechnical report and ecology block wall dc�ign. AGSI must also be allowed to <br /> revicw the approved plan set prior to construction to verify that construction conforms to the <br /> recommendations contained herein and within the above-referenced documents. <br /> 1Vc have enjoyed working with you on this smdy and are confident that the recommendations presented in <br /> ihis memorandum���ill aid in�he successful completion of your project.
