'The appeal is denied. <br /> INTRODUCTIO�I <br /> Larry Edwards (Appiicant) is the owner of property at 4717 Gardner Avenue, Everett, <br /> WA 98203 (subject property). On July 23, 2003, the City of Everett (Ciry) issued an <br /> administrative determination approving a fence modification a� the subject property. <br /> The determination induded requirements that had to be satisfied as part of the <br /> approval. On August 5, 2003, Gienn Gosser (Appellant), the owner of property at 4727 <br /> Gardner Avenue, appealed the Gity Planning Director's determination. <br /> A hearing on the appeal was held before the Hearing Ex�miner of the City of Everett on <br /> September 25, 2003.
