Therefore, until the habitat essessmant set forth in the September 13, 1993 letter is completed the City can maka no final judgment as to whether �naet or offsite mitigation or a combinetion thereaf, will ba necessary to compensete for the impacts of the Gearin9 of the sensitive habitat on your property. The assertion in your letter dated October 5, 1993 that the City is "now of the opinion that mitigation could be provided onsite..:' is not correct. We do believe that onaite mitigation should be addressed as a fi�st prioriiy, and that offsite mitigation would ba a aecond priority to provide sufficient compensation of lost function and � values. � We are providing a copy of this letter to our Public Works Department end requestinp the suapension of the stop work order for the limited purpose of implementing all necsssary slope stabilization and erosion conlroi measures immedietely es indicated above.
