The assertion <br /> in your letter dated October 5, 1993 that the City is "now of the opinion that <br /> mitigation could be provided onsite..:' is not correct. We do believe that onaite <br /> mitigation should be addressed as a fi�st prioriiy, and that offsite mitigation <br /> would ba a aecond priority to provide sufficient compensation of lost function and � <br /> values. � <br /> We are providing a copy of this letter to our Public Works Department end <br /> requestinp the suapension of the stop work order for the limited purpose of <br /> implementing all necsssary slope stabilization and erosion conlroi measures <br /> immedietely es indicated above. <br /> We look forvvard to recefving the habitat assessmant and mitigation plan from ( <br /> you so we can address the actions necessary to correct the unauthorized <br /> alteration of the ESA.
