Equipment may opeiate in the water while sheping the toe of the bank and/or the key at the toe of the banlc for placement of bank protection matetials, except that the drive mechaniems (wheels, tires, tracks, ete.) ahall not entez oi operate within the watex during theee operations. lhese opetations shall not take place during the period yhen spawning ox incu- bation is taking place in the vicinity uf tlie project, i.e. , these operations shall take place after and befoze 6. All bank protection material shall be placed fxom the bank.
