The� <br /> previous zoninq code required a minimum of 7,500 squere feet� <br /> for duplex lots in che R-2 zone. Lot 2 contains: <br /> approximately 8,27G square feet. <br /> A completed building permit application for Lot 2 was filed� <br /> within 90 days of the date of final recordinq of Short: <br /> subaivision /3-90. <br /> Concluaion: Each lot proposed meets R-2 zoninq standerds: <br /> under the previous zoning code. Because a completed: <br /> huildinq permit application was filed within 90 deys of: <br /> final recordinq of the short subdivision, Lot 2 in the short� <br /> subdivision is vested under the previous zoning code. <br /> The Froject meets all zoning requirements of the R-2 zone. <br /> C. Nntural Environaent - Evaluation of the impacts and�. <br /> provision for mitigation of all impects on all elements of: <br /> the natural environment includinq topography, vegetation„ <br /> soils, geology and all environmental issues as defined in• <br /> the State Environmental Policy Act, WAC 197.11 and Section 5 <br /> of the Subdivision ordinance. <br /> Finding: The site rises from Glenwood Avenue approx. a 12��� <br /> slope. The site has Alderwood type of soils the site has� <br /> been clenred for home site construction. There is a duplex: <br /> unit that is under construction on proposed lot 1. <br /> Conclueion: There are no significant natural site features, <br /> on this site. <br /> D. Drainage - Evaluation of all drainage impacts and provisions�. <br /> made for mitigation of all drainage impacts as defined in� <br /> the City�s Comprehensive Drainage Ordinance and Section 5 of <br /> the Subdivision Ordinance. <br /> Finding: The proposed project is located in Glenwood Creek <br /> Drainaqe Basin. Drainage improvements exist on the property <br /> frontage. The Public Works Departm�:nt has not required <br /> additional drainsqe improvements. <br /> conclusion: There are no significant impacts that require <br /> mitigation of drainage impacts. <br /> E. Open Space - Evaluation of all impacts and pzovision for <br /> open space as defined in Section 5 of the City Subdivision <br /> ordinance. <br /> Finding: All lots in this short subdivision meet minimum <br /> zoning code requirements for the R-2 zone. The R-2 zone <br /> requires that all lots leave 60$ of the lot in open space. <br /> Conclusion: Adeq�ate provision for open space can be�. <br /> provided on each lot in this short subdivision. <br /> F. Public Syste's Capecity - Evaluation of all impacts and <br /> provisions made for mitigation of impacts on public systems�� <br /> including parks, schools, and community facilities as� <br /> defined in Section 5 of the Subdivision ordinance. <br /> Finding: The proposed short subdivision is in the Everett� <br /> School District. The Everett School District has commented. <br /> that this short subdivision will fall in the present <br /> boundaries of View Ridge Elementary and Everqreen Middle: <br /> School which are currently both over capacity. <br /> � <br /> _Z_ <br /> i <br /> � <br />
