It is my understanding that the City has <br /> not opened a road or sidewalks over the property in question but there are a <br /> sewer main, a water main and storm drains located on the right-of-way. <br /> Under Washington law, a right-of-way is only an easement for the City to develop <br /> streets and run utility lines. The property is othenvise under the exclusive control <br /> of the property owner.
