IIrandt (hereinafter referred ro as "Appellant," on behalf of the Zion <br /> Luthcnn Church, filed an appcal of the issuance of the Public Works Permit#92/173. A hearing on the <br /> appeal was held before the Hearing Examiner of the City of Everett on July 23, 1992. The Hearing <br /> . �„� Examiner held that the permi[was properly granied and the appeal failed. A Motion for Keconsideration <br /> �tl . was submilted on August 14, 1992, by the Appellant, Zion Lutheran Church.
