The Certification of Non-Conformity <br /> shall be issued for the property. <br /> INTRODUCTION <br /> On March 4, 1999, the City of Everett Planning Director issued an interpretation <br /> that a duplex located at 4710/4712 College Avenue, Everett, Washington', did <br /> nct satisfy the requirements of EMC Chapter 38, Title 19, and that a <br /> Certification of Non-Conformity cannot be issued for the subject property. On <br /> March 12, 1999, Brad Quast,Appellant, appealed the City's determination. <br /> A hearing on the appeal was heid before the Hearing Examiner of the City of <br /> Everett on July 1, 1999.
