The subject property has historically been used as a duplex and <br /> continues to be used as a duplex today. This use has continued for 36 <br /> years. There has been no abandonment or expansion of the non- <br /> conforming use or structure. The non-conforming status is effective <br /> pursuant to FMC 19.38.020.
