The Certification of Non-Conformity <br /> shall be issued fur the property. <br /> I INTRODUCTION <br /> ' On March 4, 1999, the City of Everett Planning Director issued an interpretation <br /> that a duplex located at 4710/4712 College Avenue, Everett, Washington�, did <br /> not satisfy the requirements of EMC Chapter 38, Title 19, and thai a <br /> Certification of Non-Conformity cannot be issued for the subject property. On <br /> IAarch 12, 1999, Brad Quast, Appellant, appealed the City's detertnination. <br /> A hearing on the appeal was held before t;ie Hearing Exami�er of the City of <br /> [verett on July 1, 1999.
