Inspection summer,y 11/10/09 <br /> RE: Work without permits C�2319 Columbia <br /> An Investigation regarding working without permits was performed this AM to determine the extent of <br /> work that has been performed without permits and gather information about the status and condition <br /> of the structures on this property. Representatives from Code Enforcement, Building and Electrical <br /> divisions present. <br /> 1. Observed an occupied detached structure that is served by electrical and plumbing services that <br /> are not compiiant with adopted Codes and have been installed without permits and inspections. <br /> This structure is conneded to an occupied RV treiler.This structure was constructed without <br /> permits and inspections nor are the electrical and plumbing systems compliant with code <br /> requirements.The structure itsel(has several serious strudural defects such as inadequately <br /> supported roof system and foundation system. It is also located within a side yard setback area <br /> which is prohi6ited by zoning ordinance. <br /> 2. Observed excavation work ihat appears to be an attempt to create occupied space in the under <br /> floor area of the house. Observed electrical work plumbing and mechanical work performed in <br /> the under floor area of the house. This work has been performed without permits and is <br /> noncompliant with adopted codes. Examples such as but not limited to, open electrical splices <br /> incorrect wiring methods and materials. Incorrect methods and materials used in the plumbing <br /> system. Structural modifications that have compromised the integrity of the building including <br /> the foundation of the existing house. <br /> 3. Observed a second story stairway and deck structure that has been constructed without <br /> permits.This structure is not in compliance with adopted codes.The deck is not designed (or the <br /> imposed loads and the stairway system is not constructed in a structurally sound manner nor is <br /> it mrrect in terms of rise and run.The structure also appears to encroach into the west side yard <br /> setback arca. <br /> 4. Observed that the south fence structure is constructed too hieh for the front set back as it <br /> exceeds 42inches high within the front 20 ft set back area. <br /> Retommendatioos/Requirements: <br /> 1. The detached structure should be removed (rom the setback area and it should be disconneded <br /> from electrical and plumbing services and the occupied use of this strucWre should cease. <br /> E3ecausethis structure has numerous structural nonconformities it should be reconstructed in an <br /> approved manner(plans and permits for this would bc required) <br /> 2. The excavation work in the under floor area of the house will require a proposal acceptable to <br /> the building department as to what and how the desired outcome can sa(ely be achieved plans <br /> intluding Engineering will be rcquired. <br /> ��j <br />
