(exhibits 5 & 6) The <br /> provisions for parkfng were based on observations, standards issued by the <br /> Inslitute of Transportalion Engineers, EMC, and accepted Iransit oriented <br /> developmental piann(ng principles. The managemeni plan conlained elements <br /> that addressed various parking demands, including: tem�wrary paricing for lhe <br /> amphilheater; dedicated marina slip holder parking; 121h Streei and 14th Streel <br /> parking; the Craftsmen District parking; retenlion of a professional parking <br /> management operator; signage and lraffic controls; preferred parking for <br /> prpools; and shared use parking. (exhibif 5-proposed pa�icing management <br /> p/an) The parking plan called for over 800 pem�anent on-street and off-street <br /> parking spaces, including 300 dedicated for boaters. The parking plan also <br /> required 185 temporary amphilheater parking spaces and several Interim parking <br /> spaces. The Applipnt stated thal these auto couris would enhance Qublic <br /> use and enjoyment o(the shoreiine by creatinfl norlh/south visual and physical <br /> access corridors to the esplanade and businesses, and lhus providing for <br /> shoreline in-car view parking. Such a design would also lessen conilicl beriveen <br /> pedeslrian and vehicular tra�c. As parl of its recommendatlon, the City <br /> submilted that some of the parking spaces musi be dedicated as handicap <br /> accessible to allow for in-qr viewing.
