, ,, <br /> � � - <br /> PLANNING DIRECTOR DECISION • <br /> REVIEW PROCESS I#7-98 <br /> April 14, 1998 <br /> The City of Everett Plannfng Director grants approval of a request by John Kvenmo, <br /> 16212 Bothell Way SE#325, Mfll Creek, WA 98012 to construct a prtvate access dHve on <br /> a steep slope area with two single family restdences at 4308 8 4315 Crescent Avenuo <br /> with the following conditions: <br /> • Full compliance with the recommendations of the geotechnical study by Alpha <br /> Engineering/George Gergis, dated January 15, 1998 and subsequent addendum dated <br /> February 5, 1998 is required. Work shall be done under the supervision and inspection of <br /> Alpha Enoineering/George Gergis. <br /> The access driveway will be placed on a slope of ovar 40%. Subsection 37.040.D of the City of <br /> Everett Zoning Code designates slopes of 40% or greater as an environmentally sensitive <br /> feature. Subsection 37.080.6 requires a 25 foot buffer from the top of the slope. Subsection <br /> 37.080.0 allows the Planning Director to authorize the alteration of a slope if he/she approves a <br /> geotechnical report which demonstrates that: <br /> 1. the proposed development will not create a hazard to the subject property, surrounding <br /> properties or rights-of-way, erosion or sedimentation to off-site properties or bodies of water, <br /> and <br /> 2. the proposal addresses the existing geological constraints of the site, including an <br /> assessment of soils and hydrology; and <br /> 3. the proposed method of construction will reduce erosion potential, Iandslide and seismic <br /> hazard potential, and will improve or not adversely affect the stability of slopes; and <br /> 4. the proposal uses construction techniques which minimize disruption of existing topography <br /> and natural vegetation; and <br /> 5. the prnposal is consistent with the purposes and provisions of this Ordinance; and <br /> 6. the proposal mitigates all impacts ide�.��ied in the geotechnical report; and <br /> 7. all utilities and access roads or driveways to and within the site be located so as to require <br /> the minimum amount of mcdification to slopes, vegetation or geologically hazardous areas. <br /> CONCLUSIONS: The following conclusions are based upon the findings of the geotechnical <br /> report prepared by Alpha Engineering/George Gergis. <br /> 1. The proposed development will not have a negative effect on the property or its neighboring <br /> sites considering the following: <br /> a) The location of the structures are as per the geotechnical report and over slopes not to exceed 42�0 <br /> maximum. <br />
