Zoning: R-1, Single r'amily Low Density Residential <br />Allen Giffen summarized the staff report (see Variance File #15-86) and showed <br />vl.ewfoil and slides of the project. <br />Neil Danard who is developing the plat for the owner Kirk Smith clarified the <br />variance request by stating they are requesting up to a .50 gross floor area <br />ratio and not a 50% coverage as stated in their narrative statement. He asked <br />if an 'ndividual lot owner could come back at a later date and request a <br />varianc3 greater than the 309E lot coverage. He was told they could. In <br />response to a question from the Board he stated there was a large tract <br />adjacent to the plat on the east that was too steep to build on and each lot <br />would have 1/21 ownership in it. <br />There were no further comments for or against the proposal. <br />MOTION: Mr. Bennett moved to grant the variance as recommended by staff. <br />Mr. Miller seconded the motion. <br />VOTE: Unanimous to grant the variance. <br />Item 4: <br />Applicant: The Colorado Corp. <br />6625 S. 190th 4102 <br />Kent, WA 98032 <br />Project Location: Southeast corner England Ave. and Dover St. <br />Variance Requested: From E.M.C. 19.14.050(A), Front Yards, and <br />19.42.040(A) Corner Lot Yards to allow a 5 foot front <br />yard setback instead of20 feet and a zero foot corner <br />side yard setback instead of the 10 feet required by <br />code. <br />Zoning: R-1, Single Family Low Density Residential <br />Allen Giffen summarized the staff report (see Variance File 119-86) and showed <br />viewfoils and slides of the site. Mr. Bennett asked why the staff was <br />recommending that the applicant provide landscaping along Dover Ave. Mr. <br />Giffen responded that the applicant had volunteered to do so so there would be <br />less visual impact on Dover Avenue. <br />Tom Barghausen, 6625 S. 190th, #102, Kent, WA 98032, the applicant, stated he <br />had offered landscaping as 3 mitigating measure for a zero foot setback, but <br />that if a five foot setback was required he would like to have the landscaping <br />requirement eliminated. Most property owners would landscape adjacent unused <br />public right-of-way even if it is not a requirement. He felt it would still <br />be feasible to build on the lot even with a five foot setback from Dover <br />Avenue. Without the variances the lot could not be built upon without <br />constructing a tremendous bulkhead. Dover is 6 feet lower than the buildable <br />area on this lot and has 80 feet of right-of-way so there is a considerable <br />amount of unused right-of-way to provide separation. <br />-3- <br />
