Zhe City evaluated the ir�acts and the mitigation of the impacts on all <br /> elements of the natural environment and determined that the proposed <br /> subdivision alteration will not result in an increase of adverse <br /> i�acts to the natural enviionment because it will not increase the <br /> rnanber of units. (Anderson testimony) <br /> 18. �e City evaluated the drainage impacts and the provisions for <br /> mitigation of drainage vc�acts as set forth in the City's Oa�rehensive <br /> Drainage Ordinanoe in Section 5 oE the Subdivision Ordinance. Based <br /> upon the City's elevation, the City determined that no significant <br /> adverse impacts of drainage will result on the proposed alteration. <br /> (Anderson testimony) <br /> 19. �e City evaluated the i�acts and provisions for open space as set <br /> forth in Section 5 of the City Subdivisic- Ordinance. Based on this <br /> evaluation, the City determined that the maxim�an building coverage of <br /> 358 will a11ow adequate open space. (Anderson testimony) <br /> 20. �e City evaluated the i�acts and prwisions of the mitigation of <br /> iuu�acts on public systems including parks, schools and oamwnity <br /> facili�ies. 'fie City determined that the subdivision alteration will <br /> not have any adverse impact on these public systems. (Anderson <br /> testimony) <br /> 21. 4he City evaluated the impacts and provisions for the mitigation of <br /> impacts on public services, including streets, public utilities, fire <br /> and police protection and other provisions of Section 5 of the <br /> Subdivision Oode. �e Ciiy determined that no adverse impact on public <br /> services will result :fran the proposed subdivision alteration. <br /> (Anderson testimony) <br /> 22. Flood and plain requirements do not apply to the requested alteration. <br /> (staff report) <br /> 23. Zhe City determined that the public, health, safety and general welfare <br /> will not be disrupted by the proposed alteration. (Anderson testimony) <br /> 24. Zhe City submitted that the Plat of Crestwood is subject to restrictive <br /> crovenants which aze filed with the Coimty Auditor. No agreement signed <br /> by all pnrties subject to the covenants was submitted to the requested <br /> subdivision alteration. (staff report) <br /> 25. 'lfie City recamnended approval of the subdivision alteration for the <br /> extinguishment of the 15' wide egress/ingress ease�nent subject to the <br /> condition as follows: <br /> �e Applicant shall suhnit a revised drawinq of the <br /> approved alteration of the fi.nal plat for approval by <br /> the City of EWerett, and upon such approval said <br /> drawing shall be recorded with the County Auditor and <br /> so become the lawful plat of the property. <br /> ' - . <br /> i <br />
