On June 1, 1984, the City of Everett granted preliminary plat approval <br /> for a nineteen lot subdivision on property located south of Dover <br /> Street, off of 6hilcilteo Houlevard in southwest E�erett. Included in <br /> this preliminazy plat approval were lots 16 and 17. (staff report) <br /> 2. 2he .4pQlicant, subsequent to preliminary plat approval, created a 15' <br /> wide aocess ease�nent across the southerly poction of lot 17. �e <br /> ease�nent was provided as an alternative aocess to lot 18. 'Ihe easement <br /> was recorded on the final plat map of the Plat of Crestwood. (Anderson <br /> testimony) <br /> 3. Condition I(A)5 of the Preliminary Plat aFprwal required that zoning <br /> setback lines be established on lots 15, 16, 17, 18 and 19. Based on <br /> this crondition, the Applicant recorded the setback fran the southerly <br /> line of lot 17. (Mderson testimony) <br /> 4. 7Y:e F.Qplicant owns lots 17 and 18 of the Plat of Crestwood. In <br /> developing lot 18, the App2icant elected to take direct access fran <br /> D�gemoor Lane rather than use the 15' wide access easement on the <br /> southerly part of lot 17. �e Applicant seeks to alter the final <br /> recorded Plat of Crestwood to extinguish the said easement.
