Heidi Davis
From: Tony Lee
Sent: Thursday. May 22, 2014 11:37 AM
To: Rod Sniffen; Cynthia Keirsey
Cc: Mark Sadler, Ted Budden; Randy Allen; Paul McKee
Subject: 902 Edward
All —based on the current conditions and lack of correction of sewer deficiencies at the tri-plex noted above we are
posting the structure roday. The code cites are IPMC Sections 108.1.3 Structure unfit (or human occupancy, 108 1 5
(Item 9) Dangerous structure or premises, 502.1 Responsibility, 506.1 General and 5061 Maintenance.
We have been monitoring the project and are in contact with the owner daily. The wrrent zituation is:
• The owner has secured a permit to fix the probiem.
• The owner has not secured a contractor to do the work (too expensive per his dscussion with Paul) and wants
to tomplete the work himselF.
• Per the owner, the tenanls are temporarily living off-site.
• Per Paul's conversation with the owner today (and yesterday) Paul told the owner that the tenants could not
octupy the structure until the building is connected to the public sewer properly to code and inspected.
• There is still water flowing from the pipe—we believe that it is ground water and nor effluent based on our
observations.
• There has been no physical work to divert the flow from the elitit discharge pipe—the problem still exists, the
ebb o( (low into the pipe is only because of the latk of tenancy using the plumbing in the building.
Background:
The problem was brought to our attention last week (7hursday or Friday) and it anpeared at that time that the problem
originated from 1012 Edward. The actual flow was found to be comig from 902 Edward on Monday(19`")
approximately mid-a(temoon and brought ro the owner's attention. Outside of N inspettion, no tangible progress has
been made to rectify the situation to date. The property direcUy impacted by the sewage outfall is 1014 Edward
Current Action:
• The utility division wili be shutting the water off ro Ihe building tomorrov. Paul has contatted the owner to
notify him ot this (via message). '
• Ted has posted the structure with rivo postings—"Slructure Un(i[ (or Human Occupanty" and "Dangerous
Slructurc"'.
1
