When the aid crew arrived, they found that a person had died in the home <br /> of natural causes. The aid crew had a difficult time removing the body due to the <br /> narrow, debris-filled hallways. o <br /> -� <br /> Mrs. Fleck was then contacted and it was found that she was running a boarding home m <br /> out of two adjacent structures. Her eight clients are all elderly with one lady being �� <br /> non-ambulatory. The operation was started in the mid 1960's. ,.., .. <br /> -i � <br /> At the time the structure was purchased, Mrs. Fleck indicated that her rea! estate N = <br /> agent checked with the City to see if the boarding home use was permitted by the c o <br /> Zoning Code. The agent said that the property was properly zoned for the boarding r^� <br /> home use. In reviewing our records from the early to mid 1960's, we found nothing in o 3 <br /> the R-2 section of the Code that would support the boarding home activity in that <br /> category. _ � <br /> m <br /> A substantial number of changes have been made in the two structures involved � z <br /> without obtaining any building permits. This lack of permits is significant for two � � <br /> reasons, the first being that the City could have dealt with the land use issue much � '^ <br /> earlier if Mrs. Fleck had come in for building per•mits for her multiple bathrooms, o A <br /> etc., and the improvements, if allowed by change:s to the Zoning Code, wouid have "3 <br /> met Uniform Building Code standards. -� m <br /> x <br /> m� <br /> A site inspection was conducted by Walt Conper and Gerry Ervine on November 2, o r <br /> 1982. A number of code violations were found as documenied in Walt Cooper's c <<"i, <br /> attached Memo. These violations could be life threatening tu the elderly patients m `" <br /> residing there, especially the one bed-ridden person. � � <br /> • m <br /> In order to accommodat<� ;his use, the City could permit boarding homes for the a <br /> A <br /> elderly as Conditional Uses in R-1 and R-2 zones. This amendment could be attached = <br /> to the George Swimm packet going to Planning Commission and Council. It appears ' <br /> z <br /> even if the Zoning Code is changed, this operation could not continue due to the high = <br /> cost of bringing the buildings into c�mpliance with the Fire and Building codes.
