That there are exceptional or extraordinary circumstances or <br /> conditions applying to Lhe sub�ect property or as to the intended <br /> uae thereof, that do not apply generally to other properties in <br /> the same vicinity or zone; <br /> 2. That such variance is necessary fo: the preservation and <br /> en�oyment of a substantial proper�ty right of the appellant <br /> po�sessed by the ouners of other prcnerties in the same vicinity <br /> or zone; <br /> 3• That tha authorization of such variance will not be materially <br /> deterimental to Lhe public Welfare or in,�urious to property in <br /> Lhe vicinity or zane in which the property is located; <br /> 4.
