<br /> In a lette�- dated October 29, 1985, you requested that six parcels of land,
<br /> designated as parceZs A, B, C, D, E and F (see attached), be exemuted from the
<br /> requirem�nts of „ on-site detention and payment oE a drainage fee in
<br /> considerati.on of deeding a wetland to the city.
<br /> Consistent with the agreement negotiated between the affected property owners,
<br /> the city and the State Department oE Game, parcels A and II will not be
<br /> required to previde on-site detention or pay a drainage fee at the time of
<br /> development. This exemption was previousiy acknowledged in a letter to your
<br /> client dated September 13, 1985.

<br /> Parcel E is already developed, so an exemption for this parcel wouid be �
<br /> meaningless. Parcel F is not within the same drainage basin as the proposed {�
<br /> regional detention facility, so an exemption a�ill nr,t be granted for this t
<br /> parcel. �
<br /> Parcels C and D, and the Hillis property (noted as Parcel Gl, do not contain a
<br /> �ortion of the wetland/proposed regional detencion pond, so an exemption will
<br /> not he granted for these parcels. The agreement between the property owners,
<br /> the city, and state was for only the parcel� that physically contained a
<br /> portion of the wetland. Furthermore, several capital improvements, in
<br /> :iddition to the proposed regional detention facility, �ai11 be needed in this
<br /> basin to mitigate the impacts of s[oimwar.er nmoff from future development.
<br /> These capital improvements are identified in the city's comFrehensive drainage
<br /> plan. My fees collected from the developers of parcels C and D, and the
<br /> Hillis property, will be used to help Eiciance these capital improvements.
