Mayor: <br /> As the developers, owners and managers of the Everett F1a11 Office Park, we are <br /> most concerned about plans submitted to the City of Everett that could resul+ <br /> in serious traffic and congestion problems on Everett I�all Way, west of the Mall . <br /> In 1980, prior to starting construction on the first 50,000 squ-are foot office <br /> building in the Everett idall Office Park, nearly nine months were consumed from <br /> submission of tne Environmental Checklist until issuance of the Negative Declara- <br /> tion with mutually agreeable conditions specifically involving vehicular circula- <br /> tion. The City staff raised real concerns about the overall trarfic flow taking <br /> into consideratior. the ultimatel; planned four office buildings with approximately <br /> 175,000 sauare feet of suburban office spzce. <br /> John Patzold did a commendable ,job in coordinating a solution that created unified � <br /> curb cuts and integrated traffic flows between ourselves ard developers of the i ` <br /> Everett Mall and the Everett Mall Village. The enclosed brochure shows the results. { <br /> Approximately a75 lineal feet of footage on Everett h1a11 Way has two coordinated i ! <br /> curb cuts to serve Everett P4a11 Gffice Park, Ererett Flall �'illage, and the theatres, <br /> plus access to the improved portion of the PUD right-of-way. � <br /> Now Capital Savings & Loan is requesting the addition of two permanent curb cuts I <br /> on a site with approximately 215 feet of frontage, which creates five main access <br /> points to Everett Mzll Way within a distance of approximately 400 lineal feet. This <br /> situation is certainly less than desirable and will undoubtedly work to the detriment <br /> of those using Everett Mall Way, the property owners, their tenants and custcmers. <br /> In fact, a superior solution has been arranged between the parties in the past. <br /> On two separate occasions we were told by Capital Savings & Loan that we had an <br /> agreement with them on a privately negotiated, shared ingress/egress from our <br /> property. We both readily adriitted the coordinated in9ress/egress was in both <br /> of our best interests. They sent an officer to our office to finalize the concept <br /> of the details so the plan could be implemented. Two months later we were toid <br /> they had arbitrarily changed their mind and planned to proceed independently, <br /> "because it was simpler and more expedient timewise . <br /> ,; <br />
