' /�'': n? �9�n • <br /> FINAL DECLARAT[ON QF NON-SIGNIFICANCE "R <br /> ............... ... ....._ <br /> CI 1 Y ":i ;•,ERF..TT <br /> 1, PuL•iic YJorics Ucp;, <br /> Description of Proposal: <br /> The proposed action is the issuance of grading and building permits to allow the construdion <br /> of an approximately 1G,000 sq. ft. retail/office building. <br /> The following factors were considered and the listed requirements were placed in response <br /> to comments submitted during our review of an environmental checklist: <br /> 1. The site is zoned C-1, Genecal Commercial Zone, which would allow this use. The <br /> site is currently vacant. Substantia; amounts of fill have already been placed on <br /> the site. A commercial building abuts the site to the north and a sing:e-family resi- <br /> dence exists to the west of the site. This site t;ad been the subject of a previously . <br /> proposed project (see file �179-50). <br /> 2. Participation in the cost to fund the South End Sewer Interceptor is required. <br /> 3. Drainage requirements for this proposal must be designed in conformance with the <br /> City Drainage Ordinance, No. 514-78. <br /> Ort-site detention is required. Pre-development coefficients must be based on the <br /> Conditions that existed prior to the placing of fill on this site. A temporary erosion <br /> � and sedimentation control plan must be approved by the Public Works Department <br /> before any clearing, grading or other site preparation can begin. Drainage calcula- <br /> tions are to be submitted on a City Drainage submissio� form. <br /> I <br /> If the proponent is to endose the aeek in a pipe this must be done before the tssuance <br /> of any permits. The pipe must be extended five feet upstream of the limits of construc- <br /> tion activity, provided this does not necessitate aossing property lines. Straw bales <br /> a a filter fabric fence must be provided to Frevent silt-laden water from entering <br /> the aeek or crossing property lines. All exposed s >ils must be reseeded within 30 <br /> days of construction completion and during lapses of construction activity greater <br /> than 30 days. The seed mixture must include fast-growing species and long-lived <br /> species. All existing flow to the existing channel from adjacent property must be <br /> intercepted and conveyed to the pipe if the creek is piped. <br /> 4.
