RECOMMENDATIONS: It is the recommendation of the Public Works Department that issuance of a Negative Declaration be subject to the following: 1.' A detailed drawing shall be submitted to the Public Works Department showing parking layout, landscaping, driveways, utilities, storm drainage, and all required improvements to the public right-of-way. Public Works Department approval of these drawings is required before any permits are issued. All improvements shall be completed and as-built drawings submitted before the Occupancy Permit is issued. As-builts, easement, and a one year Warranty Bond in the amount of 10% of the cost of construction of the public water system are required within � !0 working days uf obtaining public water connection. 2. City streets are to be kept clear of dirt and debris during construction. 3. During construction, all truck traffic to and from the site will�in the City oi Everett shall be on arterial streets unless otherwise approved by the Public Works Department. 4. Participation in the cost to fund the South End Sewer Interceptor is required. 3. Un-site detention is required. Pre-development coefficients must be based on the conditions that existed prior to the placing of fill on this site. A temporary erosion and sedimentation control plan must be approved by the Public Works Department before any clearing, grading or other site preparation can begin. Drainage calculations to be submitted on City Drainage submission form. If the proponent is to enclose the creek in a pipe this must be done before any �onstruction activity may proceed. The pipe must be extended five feet upstream of the limits of construction activity, provided this does not neccessitate crossing property lines. Straw bales or a filter fabric fence must be provided to prevent silt-laden water from entering the creek or crossing property lines. All exposed soils must be res�eded within 30 days of construction completion and during lapses of construction activity greater than 30 days. The seed mixture must include fast-growing species . and long-lived species.
