Our comnents to specific questions are as <br /> follows: <br /> (3) (c) Routing North Creek through a culvert will change i.he flow of flood <br /> ' waters by streamlinina. This will pass the flood water through the <br /> site to the downstream areas faster than normal . <br /> (3) (h) Placing North Creek in a culvert will reduce percolation in this <br /> area, thus reducing ground water in the vicinity. <br /> (4) (a) The installation of a culvert will eliminate all species of flora <br /> that exist within the stream. The placement of fill to construct a <br /> building and parking lot will also eliminate the vegetation in this <br /> area. <br /> (5) (a) The installation of the culvert will eliminate virtually all animal <br /> life within this section of stream. Due to the reduction of habitat, <br /> species such as resident fish will not be re-established. The <br /> placement of fill and subsequent construction will also eliminate <br /> existing animal life by destroying the habitat. <br /> Reduction of flora and fauna from a section of stream as a result of culverting <br /> will have an impact upon the downstream areas by reducing a segment of the <br /> food chain.
