Nielsen both called me the afternoon of December 19, 1994 to discuss the <br />flooding problem a! Nielsen Bros. Carpet at SE Everett Mall Way. According to the <br />Nielsens they replar,ed their crushed culvert with a new 48 inch diameter corrugated metal <br />culvert. The Nielsen's stated that the 30 inch culvert under SE Everett Mall Way was <br />flowing full and their 48 inch culvert was approximately 12 inches from flowing full. They <br />stated that the water level in North Creek was continuing to rise and was 24 inches from <br />overflowing the wall onto the Classic Car site to the east. The Nielsenls wanted to know <br />who would be liable for damages if the Classic Car site is flooded again. I responded that <br />liability is somethin� t� t�v��� be sorted out later by attorneys. I told the Nielsens that I <br />would compare the r�e�iwve capacities of the 30 inch culvert and 48 inch corrugated metal <br />culveR, confirm site conditions with Dan Hall and look at rainfall records to determine if 30 <br />inch culvert is a problem. The Nielsen�s wanted to know what could be done right now. I <br />suggested constructing a sand bag wall and we both agreed that pumping wasn't feasible. <br />Don Hall came into my office after I hung up from tlie Nielsen's. He verified that the 30 <br />inch culvert was flowing full. He stated that the 48 inch was approximately 9" from flowing <br />full. He also stated that there was 3' to 4' of freeboard remaining before water flooded over <br />the wall ro the Classic Car site. Don confinned that the water I, vel wasn't a maintenance <br />problem, but he stated that the creek levet wasn't rising during the hour he was on-site. <br />nnt:u�ae7�xivtiron <br />
