JUN 0,1987
HENDRANDUM — .".........__
CITY OF EVERETT
Put:'ic Works Dept.
lo:
Nary Cunningham - City of
Everett Planning Dept.,
FROM:
Frank Scherf, Biologist -
Water Resources
U
SUBJECT:
Finley DNS (SEF'A #131-85)
u
L5 III
DATE:
May 27, I?B7
JUN 1 1987 J
Planning L:u t,
Snohomish County has concerns over this proposal because ie
directly affects the North Creel; stream system. This site lies
directly adjacent to North Creel:: (within 151)fe-et) in the Lake
Washinqton drainage basin. North Creek is "under- the gun" from
heavy development pressure which ha_ had a significant impact upon
water- quality. It is this issue of water quality that concerns us
the most.
The automotive center proposed for this 4.44 acre parcel will
house a car wash, tune-up center, and oas station, in addition to
the existing tire center. Pollutants originating from these type
of businesses are phosphates, petroleum products (oil, gas.
transmission fluid, grease) and antifreeze. It is unclear to us
how these pollutants will be addressed, given a substantial
stormwater runoff, and considering that 514% of site will be
covered with impervious surface. Before- we can adequately
evaluate environmental impacts, a detailed drainaoe plan must be
evaluated.
In the DNS, on site detention, a drainage Swale, an oil/water
separator, and an east lying detention site is stated as a
requirement. However, without that drainage plan several points
remain unclear:
1) Will the on site detention be above or below ground?
2) Is there enough space on site for an above ground
detention pond and drainage Swale?
3) How will the pollutants in the runoff be removed
prior to entering North Creel:?
4) How will olycol based antifreeze and phosphate
impurities be dealt with?
5) Will native wetland plants, Such as cattails and
bulrush be used in the detention facilities. Will grass -lined
drainage swales be used for bio-filtration of impurities?
b) How will the detention facilities be maintained, by
whom, and how often
Snohomish County would like to review the detailed drainage plan,
when available, so so that the above concerns can be adequately
evaluated. Given the nature of the businesses and their proposed
location, it would be difficult to assure that North Creeks water
quality would not suffer. Also, the Dept. of Game and Dept. of
Fisheries should be contacted, as I'm sure they have relevant
concerns and recommendations.
cc: Dept, of Fisheries (Kurt Buchanan), Dept. of Game (Ted NuIIe:-)
