The <br />enhancement plan also indicates that the vicinity of the culvert inlet in �he south end of the <br />wetiand, contains a significant amount of garbage and debris. The plan recommends removal <br />of this debris. Removal of the debris would improve the habitat and water quality functions of <br />the wetland. <br />Conclusion: The proposal mitigates the impacts c n the environmentaily sensitive steep <br />slope and wetland to the maximum extent possible. <br />CONDITIONS: <br />1. The wetiand buffer enhancement plan shall be completed prior to issuance of a <br />certificate of occupancy for this project. <br />2. A geotechnical investigation must be completed prior to issuance of building <br />permits. The study shall characteri�e the existing soils and any fili materiai on <br />ihe site. It shall also provide recommendations addressing grading and filling, <br />drainage, end slope stability. <br />3. Wetland monitoring reports shall be provided to the City of Everett after the first, <br />?hir6, and fifth years foliowing building construciion. <br />4.
