A request for a one year extension i <br />this Final Declaration of Nonsignificance may be made to the Plannin <br />Director prior to the expiration date. ^'TY C <br />c •.ic vcrks Dept. <br />Description of Proposal-The proposed action is the aoprovzl of a binding site plan which would <br />create three parcels of property, and the issuance of grading and building permits to al)ow the <br />construction of a recreation facility on parcel "B". The recreation facility consists of a 40 <br />foot high waterslide tower, two watersiide tubes, a splashdown pool, a hot tub picnic tables, <br />and an approximately 2,500 squarc foot building with dressing rooms, snak bar, game rooms <br />and sun deck. Associated parkin; is proposed for approximately 74 vehicles. Parcel A <br />contains. an existing propane rctai: building with canopy, and a single family residence. <br />Parcei c: will remain vacant at this time. The following factors were considered and the <br />listed requirements were placed in response to comments submitted during our review of an <br />Environmental Cl�ecklist for this proposal: <br />1. A previous short plat was approved on this site (SEPA 1i79-136). The previous short plat <br />would be vacated by the currently proposed binding site plan. <br />2. A portion of ihe site is developed with an existing residence and the Valley Propane <br />D�aler. The remaining partion of the site is wooded, primarily with alder, and with <br />scattered evergreen. <br />3. The site is zoned C-1, General Commercial Zone, which would allow the proposed use. <br />4. Detailed drawings shall be sub: nitted to the Public Works Department showing site <br />parking layout, landscaping, utilities, storm drainage, temporary construction erosion <br />control and all required improvements in the public right-of-way. Public Works <br />Departmenr approva! c# these drawings is required prior to any permits being issued. <br />All improvements shall be completed, approved and warranted before the Occupancy <br />P.ermit is issued. • <br />5. Drainage must be designed in compliance with the City's Drainage Ordinance. In lieu of <br />providing on-site detention, payment to City Grainage "r"und 340 is required. <br />6. The proposal will generate additional sewer flows. Participation in the cost to fund the <br />' Southend Interceptor is required. The actual cost shall be computed by th� Building <br />Depa�tment per the ordinance in effect at the time and according to the information <br />provided on the approved plans on the date of permit issuance. <br />The following requirements must be shown on the Final Binding Site Plan: <br />1. Access to Parcel "B" shall be via the existing driveway apron and no additional widening <br />of the driveway opening will be permitted, an additional driveway opening will be <br />permitted for access to Parcel "A" at the developer's option. On-Site planters adjacena <br />to the access to Parcel "B" shall be redesigned to resirict access to Parcel "A" to 90 <br />manuevers. It is recommended that access for Parcels "A" and "B" be kept separste. <br />The access easement to Parcels B and C must be provided as indicated on the <br />preliminary site plan. <br />2. A minimum of 5% of the parking area shall be provided in internal landscape plantings <br />to break up the visual expanse of the asphalt surface. Landscaping of the Everett Mall <br />Way frontage of Parcel B must be provlded, exdusive of driveways, and shall consist of <br />a minimum of five feet wide landscape area. <br />3. Security fencing must be provided adjacent to the north and western property tine of <br />Parcel "A", and must provide a visual screen (a solid fence or chain linl: with wood <br />slats).
