� <br />t-1NAL UECLARATION OF NON-SIGNIFICANCE <br />SL•PA li t?I-6L <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed building permit ap�lication has <br />been submitted within that time. A request for a one year extension o. <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Description of Proposal-The proposed action is the issuance of grading permits to allow the <br />placement of approximately 4,000 square yards of fill and the �nclosure of approximately 225 <br />lineal feet of a stream. The following factors were considered and the listed requirements were <br />made in response to comments submitted by various agencies and d�:partments during our review <br />of an Environmental Checklist for this proposal: , <br />1. The site is zoned C-2, Heavy Commercial-Light Industrial Zone. The site is currently <br />wooded with alder and associated understory, and contains a draw through which the stream, <br />which is a tributary to North Creek, currently flows. <br />2. Fish and Game Department hydraulic project approval will be required. Fill will be limited <br />to the boundaries defined by the Fish and Game De �aPtment hydraulic permit. The <br />provisions of the hydraulic permit shall be strictly complied with. <br />3. Detailed drawings shall be submitted to the Pubiic Works Department showing storm <br />drainage and temporary construction erosion control. Public Works Dzpartment approval of <br />these drawings is required pcior to any permits being issued. <br />4. City streets and alleys are to be kept clear of dirt and debris at all times during <br />construction. Dust suppressin and street cleaning must occur as directed by the Public <br />Works Inspector. <br />5. During construction, all truck traffic to and from the site within the City of Everett shall be <br />on arterial streets unless otherwise approved by the Public Works Department. Access to <br />the streets by truck traffic will be in accordance and controlled by Chapter 6 of the M. U. T. <br />C. D. adopted by Washington Transportation Commission. <br />6. On-Site detention system that simulates the hydraulic characteristics of the wetland will be <br />required. The on-site detention system must have a volume equal to or greater than the <br />natural retention of the increased runoff from the developed site. The maximum allowable <br />release rate will be based on a pre=development 10 year design stocm, as determined by the <br />Soil Conservation Service method. An adjustment factor of 0.87 to the !0 year peak rate <br />will be required (see table E-2 of "Urban Hydrology for Small Watersheds) due to the wetland <br />area occurring at the design point. <br />7. A temporary erosion control plan will be required prior to commencing any earth work. <br />8. All exposed ground must be reseeded within 30 days of the completion of road construction. <br />if building activity commences within 30 days of the completion of road construction, <br />reseeding will not be required. If reseed'sng is not practical due to weather or seasonal <br />problems, the ground must be covered with mulch as directed by the City Engineer. <br />9. As-builts of storm sewer will be required to be submitted. <br />10. A two-year Warrantee Bond as reqtiired on the public drainage system shall be for an amount <br />not less than 10% of the cost of construction of the drainage system and shall run for two <br />years from the date of final approval. <br />11.
