While I realize that it is unusual for the City <br />to prepare the fill plans for property owners, I see no reason <br />for Mr. McCormack to have to expend the money to hire an engineer <br />to prepare the plans when the damage to his property is a direct <br />result of the negligence of the City. Frankly, i think <br />Mr. McCormack's offer is more than fair and would appreciate your <br />immediate response. <br />This offer will remain open until March 17, 1978.
