The <br />following factors were considered prior to making a preliminary decision on this Proposal: <br />1. The proposed site is zoned C-1 General Couunercial Zone, whicn would allow this use: <br />2. The'site has been graded and a portion of the site is paved. <br />3. Access would be provided via both 7th Avenue and South Broadway.
