As Ihis proposed project serves a very dislincl Uaining/educational markel,
typical trip generation rates are nol applicable. In addilion, as the proposed expansion would not result in
any increases in sludent levels or s1aK/faculty positions, bul only provide (or separation of onsite aclivities
relaled lo typical classroom or "group" educalional sellings from the existing "public" handson iraining
areas to enclosed Uaining areas, no increase in vehicle trip generation during typical peak commute
periods or on a dai!y basis are expected. In fac1, this exisling floor area has hislorical been utilized by
olher existing businesses wilhin lhis commercial building, which, depending on Iheir use, could range in
vehicle Uip generation from approximatly 0.45 trips/7,000 square-feet in Aoor area (ITE Land Use Code
890 • Fumilure Slore) Io 2.71 Irips/1,000 squaredeei in tloor area pTE Land Use Code 826 - Specialry
Retail); previously generating between approximalely 2 and 11 p.m. peak hour vehicle irips.
Conclusion
A review ol polential increased vaftic demands caused by Ihe proposed Evergreen Beauly Couege
Expansion project located in Everett, WA, was conducted by TENW. Gi1en lhal no increase in sludent
capacity or changes in statt/faculiy posilions would occur as a resull of Ihe proposed project, no increase
in vehicie trip generation during lypical peak commne periods or on a daily basis are expected to be
generated. In fact, a net decrease is likely a tolal site vehicle trip generation of belween roughly 2 and 11
p.m. peak hour vehicle Uips could occur based on other allowable uses within Ihis existing comrnercial
building. As such, no vaffic miligalion measures are needed Io address the proposed expansion.
If you have any queslions regarding Ihe information presenled in Ihis memo, please call me at (206) 361•
7333 x 101 or mikereadcienw.com.
 TEN W Decembei 31. 2013
Page 3
