Developing Co. <br />to eliminate the existing trees along the north side of the building and reduce the width of the <br />landscape strip along thQ east property line to no less than four feet with the following conditions: <br />1. Comply with the landscape plan c!ated June 14, 1997. <br />2. Comply with the State Building Code regarding the number and type of handicap accessihle <br />parking spacPs. <br />3. The r�umber and geometry of the parking stalis must meet City standards. <br />4. Resnove trash and debris from the adjoining wetland. Remove weeds and trash from the <br />lands;:aped areas. <br />5. Maintain a loading berth within the parking area. <br />The Planning Directar approved the landscape modification based on the foliowing: <br />The subject property is a vacant retail/warehouse building located at 811 SE Everett Mali Way. <br />The property is zoned C-1R, Regional Commercial-Office zone. Since the tenant improvements <br />will not exceed 35% of the assessed value of the building, the site does not need to be brought <br />into conformance with the current landscape standards of the zoning code. However, to reduce <br />existing landscaping below current landscape standards requires approval through Review <br />Process I. <br />Subsection 35.070.A. of the City of Everett Zoning Code gives the Planning Director, using <br />Review Process I, the authority to modify the required landscaping if the applicant proposes an <br />alternative method of landscaping that would achieve the intent and purpose of the landscaping <br />required in this Ordinance and in which the Planning Director determines to "provide superior <br />quality through the use of native vegetation existing on site, preservation of groves of trees, ... or <br />through other means". Review Process I is a written decision by the Planning Director which <br />approves, �isapproves, or approves with conditions the proposal of the applicant (Section 42.090). <br />The applicant will provide 919 square feet of additional interior landscaping for ihe 16 additional <br />off-street parking spaces. Six pine trees will be added along the east property line with 25 shrubs <br />and groundcover and 25 service berry bushes will replace four pine trees along the north side of <br />the building. <br />The applicant may appeal the Planning Director's decision within 14 days of the date of this letter. <br />Appeal forms are available from the Planning Department and must be submitted along with the <br />required filing fee.
